I tought that at first too - you need to start it at do the calibration when its NOT connected so that the valve pressure actually is turned all the way in. Then actually install it on the heater - don't be confused that the distance is greatee then in the picture. Afterwards remove the batteries when its installed and do the calibration again.
You can teat if it closes properly by using the Tuya App and setting the Mode to "Force Close" (you might need to wait for some time especially when you install it the heater will drive at maximum so it will take a while to cool down)
